LARCENY: Janel M. Duggan, 28, 2 Traymone St., Buffalo, was charged with petit larceny at 9 a.m. Wednesday. Duggan is the fifth person to be arrested in connection with a scam that allegedly amassed unearned points on a computerized reward system at DeGraff Memorial Hospital. Duggan is being held in lieu of $1,000 bail.

HARASSMENT: Andre S. Martin Jr., 32, 296 Delaware St., was charged with second-degree harassment and endangering the welfare of a child after a domestic incident at 11:37 p.m. Tuesday. Martin is being held in lieu of $5,000 bail.

DRUGS: Eric C. Smith was charged with possession of a hypodermic instrument at 5:58 p.m. Tuesday. Smith was charged after a possible overdose call. Police found him pale and incoherent. Smith was released to the hospital on an appearance ticket.
