Water department, clerk merge offices

In a surprise announcement, North Tonawanda City Clerk-Treasurer Scott Kiedrowski said the city's Water Department administration has merged with his office. 

The decision to move one employee to his department while sending another to the city Wastewater Treatment Plant received the backing of Mayor Rob Ortt and the Common Council, according to Kiedrowski, who led both departments for several months in 2012 on an interim basis. 

Kiedrowski said that the employees in the Clerk-Treasurer's office often field calls and fill out paperwork for the water department, spurring the idea to transfer the two Water Department employees, who were located upstairs at city hall. 

A senior account clerk will now assist Superintendent Dave Scott while "the building aspect and the management of the billing will be handled by my office with the other account clerk," he added. 

"My staff was very well-versed in this so it should be a smooth transition," he said. 

Bill Davignon, former president of the North Tonawanda CSEA faction, the union representing the employees, said Kiedrowski had also approached him earlier this year to present his idea about the change. Davignon said he agreed with the transfers because "they are going to be doing the same work in a different location." Larry Kuelber now heads the city's union outfit. 

"It's been a lot of background work leading up to today," Kiedrowski said. 

The clerk-treasurer's office receives payments for all municipal waters bills while also often answering questions from the general public about billing issues. Kiedrowski noted the change makes sense with the city's workforce shrinking "With any move of this magnitude there will always be a few bumps in the road," he said. "However the end result will prove to be well worth the effort."
