Niagara County residents arrested in drug ring

Tonawanda News — Three area men were arrested by North Tonawanda police Wednesday morning and charged with possession and sale of controlled substances with ties to a larger drug trafficking ring between Cleveland, Ohio and Western New York. 

Interim Police Chief William Hall said the arrests were part of investigations with the U.S. Drug Enforcement Agency and the Niagara County Drug Task Force. 

Two North Tonawanda residents, Patrick E. Powell, 32, 19 Ganson St., lower, and Gino A. Fascitelli, 42, 59 Allen St., and one Lockport resident, Thomas D. Kendrick, 28, 4803 Beach Ridge Road, all were charged with with multiple counts of third-degree criminal sale of a controlled substance and third-degree criminal possession of a controlled substance after they were found with cocaine and prescription narcotics. 

U.S. District Attorney William J. Hochul indicated that three Niagara Falls residents were the ring leaders at the center of the drug distribution racket. 

A federal grand jury on Wednesday indicted Nathaniel Clark, 29, Tommy E. Clark, 26, and Kayla R. Combs, 23, all of Niagara Falls, as well as Raysean Clark, 27, with charges of conspiracy to possess with intent to distribute and to distribute cocaine base, cocaine, heroin and oxycodone. 

The charges carry a maximum sentence of 40 years in prison, a fine of $5 million or both.

Assistant U.S. Attorney Mary C. Baumgarten said the charges are based off of an investigation into the trafficking of cocaine and cocaine base between Western New York and Ohio. She said the defendants sold controlled substances in the cities of North Tonawanda, Niagara Falls, Lockport and Buffalo, and other areas within Erie and Niagara counties. The Niagara County Sheriff’s Office also assisted in the investigation.
