Tonawanda News — The North Tonawanda Common Council approved a $255,369 bid for the final phase of a $1.3 million project at the city marina adjacent to Gratwick Riverside Parkk, work that is slated for completion by the end of the year.
City Engineer Dale Marshall said the undertaking had to be rebid and the scope of the work scaled down to fall in line with budgetary limits, for a project has been largely funded with federal and state grants.
When the latest phase of the project was tendered in July, only one contractor submitted a bid for $410,000 due to the specialized nature of driving “pipe piles” into the marina for “finger docks,” Marshall said.
Once those components were removed, which shaved off at least $100,000, eight contractors bid on the job at an average price of $280,000, with Pinto Construction selected Tuesday as the low bidder.
The project will now add transient docking to a portion of the first of three bays, which was dredged in recent months. A small building used as a garage will also be converted to handicap accessible restrooms and a walkway already in place will be extended.
“We are extending that walkway around, doing water and electric and completing transient docking,” Marshall said. “That’s basically the whole project.”
The city dredged the first bay of the marina weeks ago, but has been awaiting approval to remove the silt, which has sat next to the marina since it was brought on land in July. The U.S. Army Corps of Engineers gave its approval late last week to transport the silt for disposal.
North Tonawanda has received $686,919 in federal infrastructure funding and $300,000 from the Niagara River Greenway Commission, while the city bonded $361,350 for the project.
As those funds have nearly dried up, the city’s funding arm, the Lumber City Development Corp., is searching for additional grant money to complete dredging and add docking in the marina’s final two bays. The entire project was originally projected to cost $2 million.
