OBSTRUCTION: Jayvonna M. Kincannon, 23, of Oliver Street, was cahrged at 8:50 p.m. Monday with obstructing governmental administration. Kincannon was held for court. 

BAD CHECK: Allen G. Richards, 42, of Kelsey Lane, was charged at 12:07 p.m. Tuesday with issuing a bad check and petit larceny. He is being held in lieu of $250 bail. 

DRUGS: Lynn M. Harrell, 41, of Wilma Drive, Lancaster, was charged at 2:07 p.m. Tuesday with seventh-degree criminal possession of a controlled substance. Harrell was held for court.
